Understanding Property Ownership in Siem Reap: A Live Session for Foreign Buyers

Siem Reap Cambodia | On March 21, 2026 IPS Cambodia will host a live session in Siem Reap focused on one of the most common questions foreign buyers ask:

How can foreigners legally own property in Cambodia?

This session is designed to provide clear and practical guidance for buyers who are considering purchasing property in Cambodia, whether for living, investment, or long-term plans in Siem Reap.

The discussion will be led by David Granger, IPS Siem Reap Branch Director, together with the IPS Siem Reap team and will focus on how property ownership works for foreigners in Cambodia, including the different legal structures available and the key considerations buyers should understand before making a decision.

Why Many Buyers Feel Uncertain

Many foreign buyers exploring property in Cambodia hear different advice about what is possible, what is safe, and what structure they should use.

The challenge is not a lack of options.
The challenge is a lack of clear and reliable information.

In reality, Cambodia’s property framework has evolved significantly in recent years.

Today, there are structured and legally recognised ways for foreigners to hold property rights. In fact, over US$1.7 billion worth of property has already been acquired by foreigners through trust structures, supported by Cambodia’s 2019 Trust Law.

At the same time, land ownership security has improved as the government continues converting soft titles into nationally registered hard titles, reducing the risk of overlapping claims.

While due diligence remains essential, the reality today is very different from what many people assume.

This is exactly why IPS Cambodia is hosting this session: to provide clarity based on real experience working with buyers in the market.

What You Will Learn

During the discussion, we will cover several key topics buyers often struggle to understand, including:

  • Can foreigners legally purchase property in Cambodia?
  • What is a hard title and why does it matter?
  • Do foreign buyers need to pay property taxes?
  • What risks should buyers understand before purchasing?
  • Where are the most popular areas to buy property in Siem Reap today?

The goal is not a sales presentation, but a practical explanation of how the market actually works.

Attendees will also have the opportunity to ask questions and discuss real scenarios with the IPS Siem Reap team.

Why This Topic Matters in Siem Reap

Siem Reap is very different from Cambodia’s major high-rise markets.

As explored in our earlier article on why Siem Reap remains a villa-focused property market, demand here is often driven by lifestyle, land ownership, and long-term living rather than short-term speculation.

Many buyers are exploring options such as:

  • Land purchases
  • Private villas
  • Boutique developments
  • Long-term residence properties

Because many of these involve land or standalone homes, understanding the right ownership structure becomes even more important.

Who Should Attend

This session is designed for:

  • Foreigners considering buying property in Cambodia
  • Expats currently living in Siem Reap
  • Buyers exploring land or villa opportunities
  • Anyone who wants to better understand Cambodia’s property framework

Even if you are still in the early research stage, the session can help provide a clearer picture of how the process works.
