Verify.gov.kh: Cambodia’s New Digital Property Verification

Buying property in Cambodia just got a lot safer. The Ministry of Land Management, Urban Planning and Construction (MLMUPC) has officially rolled out a new format for land titles, integrating high-tech security features to eliminate the risk of document forgery.

By leveraging the verify.gov.kh platform, the Royal Government is transforming how property owners and investors validate their assets.

Gone are the days of uncertainty regarding the authenticity of property documents. The new land titles come equipped with a specialized QR Code linked directly to the national verification portal. This initiative represents a massive leap forward in digital public services, ensuring that “Peace of Mind” is now a standard feature of property ownership in the Kingdom.

Key Features of the New Land Title Verification

The transition to digital verification offers two primary layers of protection for homeowners and investors:

  • Instant Verification: You no longer need to wait days for manual checks. A quick scan of the QR Code via verify.gov.kh tells you immediately whether a document is “Original” or “Fake.”
  • Blockchain-Level Security: The system is powered by blockchain technology. This means the data is decentralized and tamper-proof; once a record is created, it cannot be edited or forged by unauthorized parties.
  • Methods to Verify the Documents: For instance, users can verify the document directly by scanning the QR code on the title with mobile phones, which will redirect to the website of verify.gov.kh. Another method is to download the Verify.gov.kh application, which is available on both iOS and Android devices, and use the app’s scan function to scan the title and inspect via the app instead. Or another way is to upload the document with the QR code embedded directly to the website.

Current Progress and Expansion

As of January 2026, the implementation of these high-security titles is moving at a rapid pace across the country. Here is the current status of the rollout according to the Ministry of Land Management, Urban Planning and Construction:

  • Regional Coverage: The system is already active in 13 provinces and capitals across Cambodia such as Phnom Penh, Siem Reap, Preah Sihanouk, Banteay Meanchey, Kampong Cham, Kampong Thom, Tboung Khmum, Kratie, Ratanakiri, Oddar Meanchey, Pailin, Koh Kong, and Kep.
  • Total Titles Issued: More than 86,388 digital-ready land titles have already been issued to citizens and developers.
